Hey,
Why is it that even though Im using 1000 OQ metal and chemicals, I still can only experiment to 99% on an item? I know it seems lame by being short just one point, but this was the first 1000 OQ chemical that spawned on our server and I was really hoping to make the perfect powerup! 
I thought back at the crafting nerf, we were able to experiment to 100%.

100% is theoretically possible for every item. Unfortunately there are a fewrounding issuesin the crafting calculations.
The most common rounding error is when it calculates the maximum percentage. With 1000 in every experiment stat you should get 100%. But that algorithm often end up with 99.999999 instead. This is linked to how they are calculated from the schematic. The same schematic type will always give the same rounding error since it's the same value each time. So a lot of the schematics are forever cursed because of this. I haven't found the logic in this. A weapon repair tool never reach 100% because of this, but a R2 droid avoids it and goes to 100% each time. (Theoretically you may get different calculations if you have more than one resource with perfect stats. Like having two boxes for Minerals and you put a different resource in each. But there's no guarantee it will help.) The easiest way to tell when this happens is by looking at your initial percentage. If you are starting at 29 instead 30, then it created a 99.x maximum. If you see 29% at start, you can never reach 100%.
The second rounding error I've seen is a display error on the client side. You start at 30% but end up maxed at 99%. But when you check the final stats they are as if you reached 100%. I've encountered this bug on crafting tools.
The reason we could reach 100% onthat crafting daywas that the maximum got a bonus of 3-5%. If the bonus put it beyond 100% it was truncated correctly to 100% without any rounding problems.

wouldn't it suck if all those 1000 OQ resources you have stockpiled get ditched by the new changes in the HAM system?

Well with your current resources the only way to hit 100% would be a critical succes which is above amazing i belive but those are extremly rare to get
