It depends on the vehicle...
I don't know much about the speederbike, but the swoop has 2500 (i believe), hp max (at 100% exp).. the av21 has 3000 hp max (at 100% exp)... I'll assume that the sppederbike is 2000... but not to sure as i'm not in game to really check.
Thus, to check for conversion, for each % down on the swoop, it's 25 hp per % exp point... on the av21 it is 30hp...
So, if you were only able to craft a swoop at 50%, then the hp would be 1250... an av21, it would be 1500 hp.
I have crafted an av21, at 99.8% (which results to 2994 hp)... This is using a 1000SR metal, and 985SR copper. (I think that's how it was... can't remember)..

Swoop/Speeder Base (0%) is 1000HP
AV21/X34 Base (0%) is 1500HP
Experimental range on all vehicles is 1500HP, so every % increase is 15HP. That will get you within 15HP.
(The following is some stuff I wrote on SWGCraft a while back. I would have linked directly to it, but the thread contains a lot of outdated information and I didn't want to introduce any confusion. These formulas are still correct)
To go a step further, you can figure out the exact HAM and % before you even craft it (assuming you max experimentation and get a "great sucess" assembly roll):
Shock Resistance of Ferrous = F
Shock Resistance of Non Ferrous = N
Durability (Experimentation) % = D
----------
Bikes are a straight 4:1 ratio of F:N
((F*4)+N)/50=D
Example Swoop/Speederbike:
Ferrous=985SR, Non-Ferrous=830SR
((985*4)+830)/50 = 95.4% Durability
(95.4*15)+1000 = 2431 Hit Points

AV-21 and X34s require an extra multiplication step for N because the ratio is 25:9
((F*25)+(N*9))/340=D
Example AV-21/X34:
Ferrous=985SR, Non-Ferrous=830SR
((985*25)+(830*9))/340 = 94.4% Durability
(94.4*15)+1500 = 2915.96 Hit Points.
