First of all, can some of you give me some hints of where you start your surveying. Do you have a specific city on each planet you always go to first? Do you city hop until you find a certain percent then go from there? etc...
Second, do you gain Survey xp with harvestors or only manually surveying?
Any suggestions would be appreciated...

2) only manual surveying (actually only sampling I believe).
1) I personally like to start on Tatooine in Bestine and head west. There's lots of flat ground out that way with few obstacles. I usually limit myself to the easy planets unless I need something specific on a hard planet. For easy planets, I like Tat best, then Talus, then Corellia. For hard planets, I like Lok, then Dantooine (mostly south-eastish). These are just my preferences though - there may be big flat spots with no trees or rocks on other planets too.

I try to search a range around my home territory. On other planets I have my favorite areas to search.

For planets to choose, it really depends on how many harvs you are putting down. If you are only planting 8, then most planets are pretty easy to find space. But if you're planting 50+ harvs, you want large flat areas.
My favorite area is the northern part of Naboo, large flat area that runs the width of the planet. Next would be Lok, and Tat. If you have to go to Dath, the southern area has some good flat lands.
Also depends on how long a resource has been spawned andhow good are its stats. If it's stats aren't great, and it just spawned, then surveying out from major cities is fine. But if it's great stats and a day or more old, a good spot close to a starport will already be covered. So, shuttle to a town far from the starports, fewer surveyors there, and head to areas that are the farthest from a shuttle. Now that we can survey on the bike, covering 10k doesn't take that much time.
Here are two pieces of advice for dangerous planets. First, you can place harvs while still riding your bike and stopped. This lets you leave fast if you're spotted. Second, you can operate a harv from 15m away. So keeping the harv between you and the red makes it a bit easier.

You only get 'survey' xp for sampling, you get no xp for using a harv.

In a word, "yes." Or you borrow lots from friends and guildmates. Or you hire people to drop lots or rent lots from people. Someone people do the lot trade thing, but those are harder to get mobility out of.
