extractors with a maximum BER? i.e. is it *solely* dependent on the quality of resources, or does the artisan's skill come into play? I've got some excellentquality steel &ore and so-so aluminum andI'm only coming out with BER 5 on my wind mills@ artisan 4-2-1-4

to make them good you need resources with DR-UT-SR 900+
malle counts towards hooper size.
and you need atleast 9 experiment points

The quality of the crafting tool and crafting station also come into play. A perfect tool is +15.00 and a perfect crafting station is +45.00.
Also, I recommend crafting in a manufacturing city, having an entertainer buff, eating good pyollian cake and drinking good bespin port. These just help the chances of crafting a higher quality item.
The quality of the artisan does come into play though - higher level artisans have more experimentation points to use, and more assembly points to help them get better success at crafting...

But how they come into play is not known (crafting tool/stations).
