When I want to retrieve the energy from my wind generators and setting the installations on again, I get the message that the resource has been depleted (while the day before it was 60% concentration), does that mean:

1- the wind current is temporarily low but can be much higher let's say an hour from now (as in real life wind currents is variable on one place).

2- or the wind current is respawning elsewhere just like other resources?

If its depleted, that particular spawn of wind energy has gone. You'll need to find another, just like other resources.
