If you don't see it in your survey tool window, it is not currently in-shift on the planet you're on.
If you don't see it on any planet, it's not currently in-shift on your server.
Not all resources are always available.
SWGCraft.com is an excellent resource for finding such information.

Are you talking about the more specific types like "Platinite Copper" or "Neutronium Steel"? The general categories (any "Copper" or any "Steel") should always be available.
Resources "shift" on a semi-regular basis. A resource name pops up, sticks around for a week or two (or three), then goes away. Specific resource types aren't necessarily spawning at any given time, although they tend to not be gone too long.
Your choices are basically wait for some to shift in or buy from a resource vendor who stocked up during the last time it was in shift.

You can also use www.swgcraft.com to monitor new spawns. This is updated by players (and some servers seem to be seriously out of date), so it's not a guarantee, but can be helpful. And you can do your part: get an account there, and you can enter / update the resource database. The more people updating it, the more useful it is, so the more people refer to it, so more people are likely to update it. It's a vicious cycle.
Weaponsmiths and armorsmiths seem to be the ones who use most of the "rarer" resource types. swgcraft also has schematic listings (although I'm not sure if everything's been updated with the CU changes), so you can check the various weapon / armor schematics to see what may have a good market.
If you come across a resource type with good stats (although "good" is a relative term), swgcraft also has a "Resource usage" lookup, which lists all the schematics using that particular class of resources. Although if you select "Plumbum Iron", it will only list items specifically requiring Plumbum, it won't list items with more generic requirements ("Iron", "Ferrous Metal", etc) unless you check those types separately.
