You get the schematic upon completion of a corvette missions. The powerplant is needed and it's somewhere on the corvette as well. You can always buy the schematic and powerplant too. Schematic isn't much but the powerplant is worth a nice amount.

Check the Trade boards for your server. On my server there is an auction started this morning for four Powerplants and schematics. Expect to pay around 2mill for them though.

av-21s are from corevtte, the deed and power plant. a 96% av-21 completed is around 3 mil on my server
