All the resources on a planet are always listed in the survey tool. You only have to drive around to find the concentrations. The survey droid basically sends you an email with a list from the survey tool.
Native resources are always present on their planet. They are the resources with a planet in its name.And the 8 JTL resources are also always present on exactly one planet at random.
The rest of the resources types can be called the random ones. Only a few of them are present in the galaxy at any given time. They are spawned randomly and if you wait a few months then most of the resource types will have spawned. But since it's random a few of them will inevitably take a very long time to spawn. All of them can be present on several planets simultaneously. In fact the planetary distribution is divided into 2 groups:
Iron, Intrusive Ore, Extrusive Ore, Solid Petro, Liquid Petro and all Unknown types spawn on 1 to 3 planets.
Steel, Aluminium, Copper, Carbonate Ore, Siliclastic Ore, Crystalline Gemstone, Armophous Gemstone, Known Radioactive, Polymer, Lubricating Oil, Known Inert Gas and Known Reactive Gas always spawn on 8 random planets. (JTL versions have the own rules as mentioned above.)
To catch everything in the first group you have to check every planet regularily. In the second group you can get a complete list by checking any 3 planets. If you can't find a specfic resource type after using these rules, then that resource type is not currently present in your galaxy.

Resources go in and out of spawns, so one day there may be Carbonate ore on a planet and eventually it will despawn...but eventually carbonate ore will respawn. All the resources are never in spawn at the same time.

how do you know where a certain resource is besides having to drive across the planet and surveying? i tried using survey droids on each planet, but almost all of the resources were the same..does that mean the resource im looking for is gone?
