I just made master and the first thing that I really want to make is a swoop---
I have heard that (according to the quailty of reasources) I can make one swoop faster than the other.
Does anyone know if this is true or just wishful thinking?

Wishful thinking. Either that or someone outright lying to make a sale. Or being ignorant of reality. Or... well, itdoesn't matter really. The fact is, all swoops are the same speed.
For all speeders the only determinant of quality comes from the shock resistance on the metals used to make them. The higher your SR is, the more you can experiment on the vehicle and the more hitpoints your vehicle will have.
Edit: Here's a clicky to a speeder hitpoint cheat sheet. It's useful if you'd like to know about how many hitpoints your vehicles will have.

Sure it's true. If "the other" isa X34 landspeeder.
All Swoop Speederbikes are the same speed. All Landspeeders are the same speed. All Speederbikes (the ones the scout troopers drove on Endor in RotJ) are the same speed. Swoops are faster than speederbikes, which are faster than landspeeders. Landspeeders handle slopes better than speederbikes, which handle slopes better than swoops.
IIRC, AV21 have the speed of a speederbike (or maybe a swoop) and the terrain handling of an X34.
But within a given type of vehicles, the only thing you can affect with resource quality + expeirmentation is the number of hitpoints.
