No, you're all good, go ahead and train.
Surveying exp and general crafting exp are different. The Engineering, Domestic Arts, and Business lines all use general crafting exp. Surveying exp is a completely different pool.

Train as soon as you can if you know what skills you want.
Thats becuase exp is capped to keep people from macroing all night to master a skill. You can get to about 50% to the level above the one you are working to.

Close Saice, but not exact.
You can gain an amount of experience equal to twice the amount of the next skill level. So if you have Eng II, Eng III is another 3000 experience, which would stop you from gaining any more than 6000 experience (twice 3000).... I guess they put this in so someone doesn't just go out and go crazy then come to town and train from novice to master, I dunno why though, doesn't seem to make sense to me.
The reason you "lost" skill points for another skill was probably because Engineering, Domestic Arts and Business all use General Crafting Experience (GCXP). So when you trained in the one skill, you used up like 500 or whatever experience and would have dropped to a total experience point too low of what is required for the other skill you wanted.

Crafting Marcos + 24 hrs = Master Artisan.
That pertty much sums up why theres a cap.
