Is the deeds i got at lvl III harvesters? or only part of creating a harvester?

Level III give you schematics for wind(energy) harvesters and Mineral Harvesters. The full units no assembly required. Besides the obvious.

You build the harvester by using the deed. The only expense after the deed is made is maintenance or upkeep.

I just got Engineering III, and it said it would allow me to make Mineral, Chemical andWind Personal Harvesters, but I only see an option for the Wind one with the general crafter's tool. How do I make the others?

You need the Structure and Furniture Crafting Tool.
