Well i finally managed to get Eng III. ANd now i can build what i have wanted to for awhile, a Minder Extractor. Just a quick question. To begin my little field of Extractors should i build some Wind Power Gens. by my future Mineral Spot? (I.E. Build a extractor then a gen....then build 2 more extractors and a gen...) If anyone could answer this, it would be deeply appriciated. Thank You.

You need to place the wind generator were there is good wind power. It does not *need* to be close to your mineral extractor but it would make it nice if you can.

Your Wind Power Generators will "harvest" some power that you collect from the hopper (much like a mineralharvester does). You need to physically move this bottled power (don't ask....I guess it's like a rechargeable battery) to your mineral harvester to get it to work. That's whythe wind generator can be on a different planet and still power your extractor.
