I'm not entirely sure, but I believe so. Since you normally can't set up a camp in a no-build zone, and I've set up camps on Lok, my logic tells me you can build. Plus, the adventure planets are advertised as being full of resources, so if you can build a harvester, why not a house, too? I'd like to have one there, myself.
