Hello. Is there a website that has a database on the resource concetration percentage, its location, server, etc.

Not for the percentage, you'll have to go out and do some legwork yourself to find decent concentrations. You can visit swgcraft.com if you haven't already to check on whats available on which planets/servers though.

ah ty... another question: the higher the % of concetration, the better the chance of harvesting it and/or the more you harvest per action?

Yes the higher the concentration the more units you will harvest and if sampling by hand, should also give you a better chance of a successful sample.
