So if you can afford the intial investment, fusions are the way to go.
Generally speaking radioactives with good PE spawns more frequenly (in my experience) than wind or solar with good PE. (thus it will take fewer units of radioactives to equal the same amount of power into your other harvs)

It would net more, because the mineral harvester takes some power to run, but the costs are even more different than that as others have pointed out because of the maint difference.
If your only objective is to pull up a pile of some high PE, OQ radioactive spawn with the least cost in the short run, it is pretty much a tossup and depends on the price you pay for the harvesters you can find. At those BER stats, both are pretty much worthless for the serious miner,maybe belowthe re-deed cost. You can get Medium Mineral's at BER10 that are cheaper to run for the same product, and I don't know if a BER 10 fusion is even possible, the base may be 11. But if you can fill your lots with them, they will pull out a lot of product.
Realistic BERs are 14 for the fusion and 12 for the mineral. Lower BER units get discounted steeply in price because the profits are much lower from running them. If you are looking for the least cost on anything but energy, run mediums, but you won't get as much product. Ifyou have a spawn of anything valuable, selling the extra productmay pay for the cost of a heavy in a single spawn.
Even if power is only worth 1 cr/u in your area, a BER 14fusion is profitable on a 10% spawn of PE500, so you can guess how much you can make on a typical 70% spawn of PE 750. (My figures show over 20k/day) Of course selling that much takes some work too.
At 1cr/u, a BER 12 heavy doesn't break even until 25% at PE500.
