I just plonked down my first Wind Generator, and it's worrying me a little. Firstly, I should note that this I (a 4/0/0/4 Artisian) constructed this generator with average materials, no experimenting, and using a really crappy tool (-7 to -11, can't recall off the top of my head).
I surveyed the area for wind, and I found a spot with 80% concentration, so I toddled over and plonked down my generator. When I had to choose what kind of resource to get with the generator, the number next to the resource was not 80 as I had expected, but rather 11, so my generator is working at 0.58 K/Hr, of it's 5 K/Hr maximum.
So, to the quetions:
1. Is the crappiness of output of the generator a result of my poor materials/tools/lack of experimenting?
2. Should I just scrap it and build/buy a decent one? I've already dumped 1800cr into it, but if it's a waste then I'll just wait until it runs out of cash, take the power and sell it.
3. I've also made a Personal Mineral Harvester with similar materials, tools, and lack of experimenting. Should I scrap this, as well?
Thanks.

I dont think its a problem with what you used to build the harv as the only thing that experimenting or using top of the line materials on a harvester will get you is increased Hopper Space, at least thats what I have experienced and have heard other people say.
What it sounds like is you messed up surveying somehow, if you survey and your over a 80% patch in the ground and you threw your Wind Generator down and the resource you had to pick said 11 then somethings either screwey with your surveying machine which I have never heard of being bugged like that or your doing it wrong somehow.
If your on the Kauri Server or want to make a character I can run you thru how to do all this if you would like.

First of all, if you found Wind that was 80% then you found the highest density I have ever heard of.
Second, experimenting on structures does absolutely nothing so don't delete it and make a new one.

One other thing. All wind generators are 4 spec rate, not 5. All Solars are 8 and Fusions are 13.
You have to use the Wind Survey tool for Wind, Solar survey for Solar, and Mineral (Radioactive) for Fusion.

Haha, yes, well, either I had lost my mind and was misusing my survey tools (quite possible, as this was at 3am), or there was some problem with my datapad (which is also possible - ever since I moved to Tempest my datapad's been acting up, eg after a period of play I can't add/delete wayoints, including Resource Surveys).
Anyway - thanks for all the advice. The wind concentration at that point was indeed only 11%. I've since found a better place for my generator, so how do I move it? Are there any dangers with moving them (I think I've heard that you lose any maintainence in the harvester, or something like that)?
