You have to find a concentration of the specified item, at the specified amount (70% metal, for example). But also, you have to be at least 1024 meters from the mission giver. That tripped me up at first. Travelling to another town works, as does running out to your prime harvesters where you know you have a good concentration of whatever you're looking for. If you're not far enough away, you should get a message to that effect. You have to be standing on the concentration of that percentage to finish the mission, not just see it on your survey tool!
