When you are a Master Artisan and can build vehicles, can you make faster vehicles with higher hit points and such? Or do you just have one specific model with no experimentation?

Experimentation (and the UT and Shock of the resources used to a degree) affects HAM only. Speed ratings are set, no matter what you do during crafting.
