I'm a master artisan and I need to surrender skills, MA and possibly Business IV. I currently have a Floating bartender vendor (I think thats what they're called). IfI surrender the skill, will I lose the vendor with all the items in it?

The technical term for this is "systems balancing", prior to release. After release, it's still balancing, but changes can be considered nerfs or enhancements.
Since you don't have it yet, if you cry nerf, I'll make sure your name is on the list to spew chicken feathers as your characters talk.

So far, no. I don't know if they intend to leave it this way or not... but as it stands you get to keep all of your vendors and use them. You of course cannot move them around or change things about them anymore.

I had 3 NPC vendors placed and had to drop my merch skills back down to my simple Bus IV and did not lose my vendors. I can still interact with them, but I think that if I take them down, they will poof and not be available to me any longer.
Not sure how long that will last, but it works great for now.
