I notice all the different survey numbers, what is considered a good number, Also, does the number effect the succes of your harvesting?

A Good number is higher, a bad number is lower. The numbers reprisent concentrations of the resource you searched for. So an area that is 90% aluminum is better than an area that is 20% aluminum. If you follow the automatic waypoints your survey tool puts down you can track down the highest concentration of thet resource pretty easily.

The number does NOT affect the success of sampling or harvesting, it merely affects the volume. So if you're collecting resources by sampling, you'd get more per sample if you were in a higher percentage area. For instance, if you sampled a 20% area, you'd probably only get 1 unit per sample. Not good. If you were in an 80% area, you'd get anywhere from 5-10 units per sample, depending on what level your survey skill is at. The higher your survey skill, the more units you get per sample.

If you're harvesting, the concentration affects how fast the harvester can process the resource. At 100% concentration, a harvester will pull in 2kg an hour. no way are you going to find 100%, but 90% would be close. I prefer around 80%, but will settle for even 40% if I really need the resource. At 40%, it only pulls in around 0.8 kg/h (a little over 1000 units a day).
