Totally unique, but ofcourse the stats are somewhat "random", so you can get (in theory) 100% equal resources, but still with a new name.

Let's say I have a type of Steel called Irafium. Once the current Irafium spawn is over, will it ever spawn again, or is each spawn unique, thus rendering schematics based on it useless once my current supply runs out?

It is effectively unique- I don't think we've ever seen a resource "re"spawn yet.
