I have a deed for a personal mineral extractor, but I've tried many times and cannot get it to work! Everytime I try to build I get one of these messages - "Building in not permitted here" or "You cannon complete that action while in your current state." What am I doing wrong?

You usually get the "while in your current state" message when the server thinks you are still running. I usually stop and stand for a minute or two before trying again. Also, you can get both of those messages if you are trying to build in the no-build zones close to a town or close to a lair. Try moving a little further away from town and stand still for a minute before attempting to place it again.

Thanks, that worked and I was able to build my first extractor! Now for another dumb question...What do I have to buy or make to power it up?

You need to add both power and maintaince to a mining instalation to get them to run. To add maintaince select, add maintaince from the radial menu. Add power, adds power, but you must have one or more types of power in your inventory. Solar, Wind and Radioactive mineral are all valid power types.
