Can someone explain what the durability percent people are advertising with vehicals means? Every swoop I see has around 2100 HAMS and 30% kinetic resists and 25% everything else. Where does the variation come in that vendors use to justify higher of lower prices?

Because some vehicles have higher HAMs than others. My swoop for instance is 2500, but I've seen them as low as 1800 and I'm sure they're even lower. I haven't tried making one out of grind steel, but I bet it would have a horrible HAM.
