Ican often find mineral spawns at 90% + , but withthings like ore and water vapor i only find 50 - 60% spawns.

Is certain res capped or have i just been unlucky ?

Certain resource types are capped as far as concentration levels. You occasionally come across ore concentrations in the high 60s (maybe even low 70s), but it's not that common. I've found water in the low to mid 70s, but water seems to have a fairly "flat" resource concentration, so it can take a lot of travel to find those high points. In a given survey range, the difference between the lowest and highest percentage is pretty narrow, so you have to wander halfway across the planet to get from (say) a 50% concentration to a 65% concentration.

IIRC, the "shipwright ore" added with JTL doesn't have the same restrictions on concentration or stat caps, so if all you need is generic "ore", you might want to focus on Fermionic (there might be a couple others, too). However, this seems to only spawn on a single planet at a time (other minerals usually show up on several), so there's a bit of a tradeoff.
