Has anybody had the problem that their XP remains at the same lvl and doesn't go up even though the computer saids you have earned XP?

Yes, it's something that cropped up in publish6 (or maybe 7). You earn xp (I've encountered the problem wiht combat xp, scouting xp, and crafting xp) but the "earned xp" value in the character sheet or the xp monitor doesn't increase.
Logging out, waiting 5-10 minutes (to make sure your character gets completely unloaded from the game world), and logging in should have the "missing" xp show up. It's strictly a display update problem, you are still getting credit for all the xp you earn.
You also might want to double check that you're looking at the right xp type. For instance, if you're trying to get weaponsmith xp, crafting CDEF pistols or combat staffs won't increase that (those items get general crafting xp). Crafting camps gives survival xp (some people have expected general crafting xp). It's probably the bug, but I thought I'd toss out the suggestion anyway.
