Does the quality of resources affect personal mineral extractor's quality?

No, only the resources density affects the extraction rate. If you had two types of steel at 90% density, one with OQ 1 and one with OQ 999, you'd get the same amount irregardless.

Think he means if the stats on resources used to craft harvesters does affect quality of the harvester. The wording of his question is very confusing and has nothing to do with the topic of the post (which is yet another question that can be meaning several different things)
