I'm not sure I understand the rating system for chemicals and minerals.
Can you ignore most stats and just look at the over all quality to tell how good it is?

No, each schematic relies on different stats.
For instance, Architects are concerned with Unit Toughness, Shock Resistance, and Heat Resistance almost exclusively.
For an Architect, NO other stat matters when they're crafting.
So when I find some steel with UT/SR/HR all 900+ but with OQ in the low 10's, I'm willing to pay a premium price for it.
However, Steel with OQ 900+ but has low UT/SR/HR is pretty much worthless to me.
Basically "Overall Quality" is just like any other stat andshouldn't be looked at asan 'average' of all the other stats.

Each crafting profession looks for different types of stats in minerals. Some look for OQ, others don't.
I'd suggest taking a browse through the various crafting boards and look at their guides. There is always a section on what resources they need and what stats they are looking for.

more specifically, each schem says what the important stats for the resource are i.e. it will say 50%Conductivity 50%Overall Quality or like most melee weps 100%Shock Resistance so the stats to look for vary not only within different profs but for each individual schem as well.
