Ok, so here's what made me come to this situation (read or don't read this part): I was at my harvester farm on Lok, taking my time selecting the best new spawns, and then out of nowhere, 3 Giant Dune Kimos spawn onto me. They instantly attack me, and with their wonderful area attacks, destroy my av21 in the process.
Now the question: I was thinking of going into av21 production (have a few cloaker friends that can supply powerplants.) but to sell them (on bria at least) 99% is the going seller.
I have 998 SR steel. Found this at 5 cpu. The highest SR non-ferrous metal was said to have spawned 6 months ago. I asked one of the main 99% crafters on our server, and she said it was a vena copper. I will be using a 30k deed on this, so I wanted to make sure before I used it. But, the highest SR non-ferrous metal I see is 978.
.... 978+998 = 1976/2 = 988. Now, that should equal 98.8%, so will this round up in the experimental durability to 99%? or will it stay at 98%, effectively wasting the deed?

Rounding up is most likely what is happening in that case. Usually the last decimal is droped rather than a rounding up. Look at the JTL alluminum, there is no cap on that.

Well I ended up using a resource deed on the 978 copper. With an inspiration buff, py cake, and bespin port i was able to get 99% (even though I did not get anything but great successes.) And I had an extra point left over to spare
