Im confused.. I am a master Artisan and I only have 10 points to experiment with. Im seeing people with 11 and 12 points. Am I missing something ??

Yep

either the bonus to experimentation given to human crafters and/or artisan experimentation tapes that boost your experiment points +1 for every +10 of tape value.

Humans get +15 to artisan experimentation. They are the only race to get such a bonus. So a human master artisan has 11 points by default. You can get artisan experimentation tapes to bring that up. For every +10 you get an extra point. +9 gets you nothing, a +10 will get you that point. So a Mon Cal with +20 in skill tapes and master artisan would get 12 points (100 from profession, 20 from tapes, 120 total). I human with +25 would get 14 points (100 from profession, 15 from race, 25 from tapes, 140 total).

This is true for any crafting profession, cept humans only get the bonus for artisan.
