I am at Engineering 3 and i dont have the fiberplast panel schematics, how do you get one?

You are at Eng III but do you have Domestic Arts I and II? Since Fiberplast panels are clothing components, try looking through the skill tree for Domestic Arts. Think I got it at DA II? Hope this helps.
