Can someone please tell me more about how to get the new shellfish crafting tool once it come on live.

It sounds as if someone can craft it with their General tool just like all the other tools right now but only certain people (some level of Artisan?) are able to use it to detail a vehicle.

Anyone else want to jump in? Did that sound right?
