Is there list somewhere or could someone shortly tell, what kind of effect crafting items such as weapon power ups, Vehicles, melee powerups...
What kind of type material or what is best to look in minerals to make best items, condactivity or shock resis. ???
about ranged Weap PowerUps How shorten RWPU or what used in general ?
There is couplers, stocks How they are used and what minerals are best for them. I have crafted and Its seems to me that i have no control over what comes up like its random. Or could someone tell What is best to use make some whats fo other???
Like Vehicle I looked HP database is there any matter what kind matrial is used...., plz Help me make High quality Items...

I'll try answer some of the questions I could understand:
To make high quality items you need high quality resources. Each item you craft will have a specific set of attributes of a resource that affect the quality of your final product. For example for a weapon repair tool, the schematic states that its 100% based on the conductivity of the material you use. So if you use a resource with low conductivity, expect a low quality product. Conversely, use high end conductivity to achieve best results. Examine the schematics to check which is appropriate. For example vehicles are based on 100% Shock Resistance and Power-Ups 100% Overall Quality.
For good quality vehicles use high SR, the schematics require Ferrous Metal (any Aluminum or Copper) and Non-Ferrous Metal (any Steel or Iron).
Power-Ups require 6 units of mineral and 4 units of chemical each, and is based entirely on the Overall Quality. You have limited control over the end type of power-up created. Each catergory, for example Muzzles has a set of attributes and what you end up with will be a combination of these attributes (or may be only one if you are making bad power-ups). You basically need to make them until you find the combinations you like then make it into a factory schematic so you can produce more.

One small correction. Steel and Iron are Ferrous metals and Aluminum and Copper are Non-ferrous.

If you look at the bottom right of the crafting window, the schematic is broken down into its ingredients so you know what to put in. If you scroll down a bit it will tell you (for each schematic) what resource stat is used in calculating the quality of the crafted item. For example if it said OQ 100%, then the overall quality of the resource determines all of the quality of the item. If it says OQ 50%, Conductivity 50%, then OQ of the resource determines 50% of the quality of the item and Cond is the other half.
