first, go to the structure terminal (in your house) and click on the add vendor

Since you're only an artisan, u can only have a terminal vendor, after you're done with customizing it, you can drop it in your house, and the vendor will appear, go to your raidal menu on the vendor and move it as you like, when you're done, you can initialize it, just pay around 2k credits and that'll be up for awhile

There was a bug with the Terminals- they won't initialize properly. There's a good workaround in the Merchant's forum, it's something like initialize the vendor, open the radial again, hold the move over the vendor control tab for a minute, then try to use vendor and it works most of the time.

I have a question myself. If I get a vendor and then drop the artisan class all together with out mastering it, will I still have that vendor.

You keep the vendor but the maintenance cost goes up.

Somebody told me that after the next publish you can no longer keep the vendor.
