33% is highest the primary stat on a powerup can be.

Like he said, the best you can get is 33%. So if you had a pistol with 3.0 speed, a good speed powerup could reduce that by a third to a 2.0 speed.

Two additional things --
If I remember correctly there is a speed cap at 1 second so you can't get better than that.
and
The secondary characteristics of powerups can make a big difference by boosting other specifications that are weak in your weapon or character. Usually, a 33% speed powerup can have a 16% secondary of Health Cost, Ideal Range, Max Range, Min Damage, Mind Cost, Point Blank Penalty or Wound Chance. Those characteristics are also present in the third (8%) and fourth (4%) characteristic if you are lucky enough to find powerups that have them.

That's a power up. Without knowing the type and magnitude of themodifiers on the power up it's hard to determine the real speed of the gun. A 6.0 second Laser Rifle with a Speed+33% coupler power up will show as 4.0 seconds. The bottom section would list -2.0 speed (due to the 33% power up).
