If I understand the question correctly,

The % you see on your survey device describes the concentration of the specific resource being surveyed. So if you drop a harvester down, the harvester collects twice as much on a 90 % spot as on a 45 % spot. Assuming no server downtime,

# units collected/day = BER of the harvester x % concentration x 60 (mins) x 24 (hrs)

Those percentages on the survey device have nothing to do with the quality of the resource. A good resource might be found with an 80 % spot, but all the lousy resources are found with those same percentages. If you want to know the quality of the resource, you have to sample in advance (don't do this with radioactives) or go to a site such as swgcraft.com where folks upload current information on resources.

The other night I went surveying for fiberplast on tat, found a 95% spot so slapped down some heavy chemical extractors. Today when I went to collect what was gathered, the OC was 10. After double checking, the spot is still 95%. So what went wrong? I thought the % rate related to the OC of the resource. In this case it looks almost the opposite. Any one if this is some sort of a bug? Or does surveying and resource collecting require more then the obvious?
