It's not a bug, it's their normal rate, always has been.

Do you have novice merchant? If not, those vendor machines can be very, very costly. I had a terminal once and the more I'd put in it, especially a big ticket item, the more it cost me to maintain it. It is well worth getting novice merchant, much, much cheaper.

LOL I have business 3 on my 2nd character and my vendor rate is... 110,000. That's right! But get this... I put in 50,000c into it and it's only gone down about 100c for over a week.
