i just opened my first high quality swoop ( been riding around in the one I got the weekend vehicles went live).

question is: I bought a "swoop - 91%" but when i examined my new swoop all the resistances said 30 and 25 like a normal swoop. was I ripped off?

No the 91% no doubt refers to the amount it was experimented to, meaning 91% of the max hit points.

You cant experiment on the resists for any vehicle

Yup, the % only affect the number of hitpoints it has - not the resists.

However, that would be a great addition to manufacturing vehicles ... similar to how armour is made.
