Fish is obtained while fishing. Thus, a fishing pole is required (bait too). Shellfish harvesters pull up mollusks and crustaceans. Only mollusk can be used for the stims. The crustaceans can be used as regular creature meat in the tissues. Presently, there is no use for crustaceans in any schematics in the game (though I'm sure that'll change). There is a great fishing guide in the Ranger forum. You need not be a ranger, or a scout even, to fish. Anyone can do it.

I heard some people talking about the Shell Fish Tool in Coronet. I was just wondering if this is where you get fish meat... This is probably a noob question, but I'm a BE and I'd like to get my hands on a ton of fish meat for Pet Stims.

I'm not sure if shellfish/crustacean count as "fish meat" for BE schematics, but the seafood harvesting tool (can't remember exact name right now) is a reward for a couple NPC quests. I think one of the quests in Wayfar give it.

To get actual fish meat, you can craft a fishing rod, forage some baitand find a nice quiet spot (you get better luck if you see an actual school of fish in the water). There's a few fishing guides on the "Game Guides" forum, a couple searches through there should be helpful.
