Known solid petrochemical fuel is used in the construction of composite armor. The stat that's important for armor with Known solid petro is OQ, the other two don't matter.
An armorsmith is going to consider anything with an oq of less then 900 as grind material. So it isn't worth much.
You might not even be able to sell it, I'm not sure if there is any use for grind quality solid petro fuel. Tho who knows, maby another class uses that type of material.
If you want to know what sort of materials are usefull to crafters check out swgcraft.com they have schematic lists with materials used and the stats that are important.
The stats important to armorsmith (in order of importance) are OQ, Shock, Mall, UT. And some of the materials we use are Intrusive Ores, Known Solid Petrochemical Fuels, Aluminum, Nabooian Fiberplast, Beyrllius Copper, Colat Iron, Kiirium Steel, Polysteel Copper. Also used are Vertex Crystaline Gemstone, Crism Siliclastic ore, Polymer, Amorphous Gemstone, Metal (alum, copper, steel, iron). Axidite Iron, Neutronium Steel, basic Iron, Basic Steel, basic Fiberplast.
And those are jsut for composite, ubese, and some layers. There's a bunch more used for other things.

Docs & medics need it for one of their advanced components that go into high-quality stimpacks/woundpacks.

IIrc weaponsmiths use known solid petro for VKs and need SR on it, so the quality wont matter.
Edit: They need it for blade vibro units and need theSR attribute, so the quality still wont matter.
