What are the best resources to purchase of harvest? And what specifically are they used for?
Is steel better for guns type question.

Every reosurce in the game is used for something. The chief difference will be the quality. If it is low quality, sell it for grinding. If it is good, sell it for a little more.
side note: Don't try to sell grind quality resources for more than 3 credits per unit. Unless it is in high demand, you're just wasting bazaar space.

What would you consider "grind" quality vs. making actual stuuf quality?

The majority of stuff i make requires high SR, UT or HE, some items need conductivity.
so for me usefull stuff is 900+ in any of those stats (preferably more than 1)
if anything has 800 or less in all stats then to me its grind quality. if it has more than that but not in the stats i use then i'd consider selling it as good/reasonable quality (depending on the actual stats).
