Novice Artisans can develop weapon upgrades; however, how does one upgrade a weapon. What crafting tool or level do you need? Please help...

These are generally referred to as Powerups. You simply drag them and drop them onto the weapon. Anyone can do it... no skill required. Powerups last for 100 shots. You can only have one powerup on a weapon at a time, and certain weapon types only accept certain powerups (pistols, for instance, accept grips, sights, and muzzles, but not stocks or barrels).
