It represent the EXPERIMENTATION QUALITY of the resource you are using. The greener (higher), the better when crafting by a station, so that you'll get more experimentation point to augment the usage/durability/strenght/wathever of what you are crafting.

Keep an eye on the right for the needed state of the resource (i.e. overall quality, conductivity, malleability, etc.) and what they are when looking at the resource itself on the left, and you will have a better idea.
