Heres a good quick answer. The only number that matters is OQ. Get over 900 on any metal and over 900 on any chem. Then only experiment 1 point at a time to get your best odds. Max damage on melee weapons is capped at 16%. The best max/min combo (and its rare) is 16 max 8 min damage.
Its completly random on what stats it makes.
Yes there are two for lower action cost and both have text problems now.
The best sellers are max damage and mind cost reduction for me at least

Yes exactly on the health thing. And you can actually have up to 5 stats on one powerup. I have had 4 on a couple of occasions now. Just use the 1 point of experimentation at a time thing to see that happen.
Since max damage is limited to 16 you can actually end up with a 32% mind reduction and 16% max damage.
It is not unusual to have to experiment thirty or forty times to get what you want. But CPU wise powerups are a great money maker

Get your resources, go into experiment. Put ~half the points in. If it's the mod you want, great, keep experimenting until it's maxed out. If not, close the window and try again until you get the right one.
