I have noticed it to all be random. Timing is random. Type of resource is random. Some resources disappear for long periods of time. On Tempest our Armor makers could not make Ubese armor segmentsbecause Nuetronium Steel was gone for over four months. The only thing I have noticed, via swgcraft.com, is that when a resource is available it will typically be on at least two planets unless of coarse it is a resource indicitive of that planet, like Tusian water is only on Talus.

Varies. I think it can be all from like 5 days to 10 normally, but I've seen some solar stay for over two weeks.

I am not sure on this, but I believe that even if the resource X shifts out from planet A, it shifts out from the rest of the planets too.

4. Do different type resources seem to be more likely on certain planets? For Example: Am I more likely to find veins of Radioactive on Talus rather than Corellia? Or is it totally random?

Random, afaik.

A resource dosen't always leave the server at once. Usually when it leaves it drops off all the planets its on over a day or two.
