I just tried to make some powerups using 1000 oq mineral and 1000 oq chem hoping to get 100% experimnetal success but only got 99%. Is it not possible to get 100% ?

Its not possible with the current system. It was on the day o crafting, but that was it.

I remember this came up once a while back when droid storage compartments used only conductivity (or was it OQ). At any rate, a player used all resources rated at 1000 and still came up to 99%

Caps seems to be 99.99%. I make repair tools with 1000 CD and thats the most I get - with 1 point left over.

I seem to recall in the discussions that took place before the experimentation Tuesday hit us all, that it was impossible according to the code to ever hit 100%, and that this was the main reason why the changes on that day were made. This is the same reason why no one was ever able to make BER14 harvestors, 15.00 rated crafting tools, 100% repair kits, etc.
It would be nice to be able to see the rounded off figures in the final results (as we do with say crafting stations where you can see that a station has a rating of 43.3586) as I agree that the end result would probably be in the order of 99.999%.

How many experimentation points did you have to spend, what kind of sucess/failures did you get when experimenting, and was the last "bubble" still empty when you ran out of points?
In theory, with 1000 OQ resources you should get a starting percentage of 30% (assuming a "great success" assemble), and an additional +7% per point spent (again, assuming "great success") which should hit 100% after spending 10 points. There might be some rounding issue in either assembly or experimentation, though, leading to the 99% cap.
