What skills do I need, and how do I go about setting up a simple vendor in my house?

Artisan 0030.

Just go to a Maintenance terminal in a house you have admin on and select create vendor

It is tentavely scheduled for Publish 29, but it might be pushed back to "soon"©

...then a vendor will be created in your inventory. Drop the vendor somewhere, and from its radial menu, you can initialize it and pay maintenance on it. Once you do this, you can't move it again though.
