Maybe a noob question, but i have never used or thought of using power-ups. How do you use a power-up? and can only crafters use them? (e.g. a weapon power-up only by a WS?).

Anyone can use powerups. Just drag it over the weapon you want to use it on in your inventory. Melee power-ups only work with melee weapons, as ranged power-ups only work with ranged weapons.

32% min damg possible with melee pups?
crafted piles of them never seen it happen.
I think agaes ago I managed it, has the pup crafting system been randomised against getting min being 32%?

No, they're not possible. Minimum damage and maximum damage both fall into the secondary category, which maxes out around 16%. As far as I know it was never possible.
