Well I would sign this...except that I believe this is impossible in a game like SWG. Lets see some reasons:
Different computers, different lag levels
Knowing SWG..someone is going to get hurt
Bugs, yummy!, Bugs are so good!
Only reason I would sign is that sometimes when you drinky drink a lil' too much Jawa beer...well...

I know for a fact this will never work..
Game has no ability to track 2 people perfectly due to Internet lag and server lag.
The driver would se the passenger being dragged 20 Meters or more behind the Vehical.

This request has been a part of our 'wish list' since I've had the job.
I agree with the posters that say that it'll be hard to do, some say impossible. I"m thinking tat the current vehicle implementation cannot be made multipassenger. By current implementation, I mean vehicles implemented as 'pets'.
What might be possible would be to implement multipassenger vehicles like multiplayer ships, that is a 'micro instance' environment where the only thing moving in the 'world' is the graphic for the vehicle and the players just see the view out the windows.
Conceptually, it works, however I expect it'd be a pain to implement.
However, with JTL, we have a vehicular model that would be interesting to see ported to the ground game. Chassis, interchangable parts, skins, etc.
Imagine your own, custom, hot-rodded, X-34 with flames that will smoke a stock swoop bike.
