Well, if it's condemned only the owner is supposed to have access to it anyway.
If you could /pay on a condemned structure, then THAT sounds like the bug.

That feature was put in to deal with structures belonging to inactive characters when the feature that auto-pulls maintenance from your bank account was added.

At that point, it is assumed that the account that owns the structure is no longer paying to play the game or they are part of a lot-swap and don't play on your server.
As long as you, as an admin can keep the structure paid up, there are no problems. But if you allow it to deteriorate and the owner doesn't do anything about it for whatever reason, then you have lost access to it.

I agree with you there. I have 3 accounts with 5 chars. I use one player to pay all the maint and add power. If I miss a week and don't pay then I have to take my CL1 Char to Lok. Bad things happen here. Lol.

You will not get the radial menu if the factory/harv is condemned and you are not the owner, even if you are on the administrator list.
If you are lot swapping, don't let it get condemned then. Simple as that 
Of course.... my thoughts on lot swapping *decides not to get into it.....already enough of it on the Architect boards
