The Cliff Notes™ version is very simple. For almost all Organics, you want high OQ and PE. For most Inorganics you need high OQ and UT. There are a few exceptions; Avian Meat (enhance packs) need high OQ, PE, and DR. Reactive Gas (enhance packs) needs high OQ and DR. Inert Gas (poison/disease cures) only needs OQ, since it has no duration. Dolovite Iron (aSDS) needs only OQ, since there are no charges. Lastly, Class 4 Liquid Petrochemicals (aCRDM) needs high OQ and PE, since it's an Inorganic with a PE rating.
OQ affects everything, PE affects Power/Ease of Use, UT affects Charges, DR affects Duration. For OQ I won't touch a resource under 900, and for all the secondary resources it's got to be at least 600 before I'll use it, though I prefer over 900 of course.
